Executive Director

Prof. Alex B. Yonly, Sr. serves as Executive Director of the Liberia Institute for Peace and Security (LIPS), where he leads national efforts to strengthen peace, security, youth empowerment and promotes civic engagements through training and research. His work aligns closely with the U. N. 2030 Sustainable Development Goals (Peace, Justice, and Strong Institutions). Prof. Yonly is also an advocate of accountable leadership and institutional reforms. Driven by a commitment to justice and the belief that economic opportunity is a cornerstone of human dignity and peace, Prof. Yonly continues to serve as a mentor, peace advocate and promoter of the rule of law.

Mrs. Diana Harris

Mrs. Diana Harris

Board Member

Mrs. Diana Harris is a business practitioner and an accomplished Administrator, she serves as the Former Assistant Director General for Administration at the National Bureau of Concessions, Monrovia, Liberia (2018-2023) and oversees administrative operations including staff development and institutional capacity building. She is credited for partnering with UNDP’s institutional and human capacity building support team, along with the Liberia Institute for Public Administration (LIPA). Madam Harris is a promoter of youth empowerment and gender equality. She also champions the cause for secured communities and sustainable cities.

Board Member

Madam Jowel Harris is a committed social justice and peace advocate whose work centers on empowering communities, advancing equity, and creating sustainable pathways for change. Rooted in a passion for human dignity and community resilience, Jowel combines advocacy with entrepreneurship to build initiatives that address social challenges through innovative, people centered solutions. Her leadership reflects a deep commitment to confronting inequality, strengthening civic participation, and promoting peaceful, just societies. She is former member of the parliamentary committee of the Uganda Parliamentary Association (UWOPA), she also coordinated and served in key roles at the International Organization for Migration in Uganda. Jowel Harris has promoted and championed issues that relates to human dignity, peace and security across Liberia and the rest of the Sahara.

Dr. Navieda Cindy Ricks Onuoha a prominent Liberian legal scholar, attorney, and higher education leader. She is best known for becoming the first woman ever appointed Dean of the Louis Arthur Grimes School of Law at the University of Liberia — the nation’s flagship law school and one of West Africa’s most historically influential legal institutions. With a strong commitment to justice and ethical practice Dr. Onuoha has built a reputation for delivering strategic administrative and legal solutions across diverse sectors.

Dr. Solomon X.Y. Jallayu , PhD is a distinguished educator, peace advocate and ordained clergyman whose career spans faith-based leadership, academic instruction, community development, and spiritual formation. With a calling rooted in service, integrity, and transformational teaching, he has spent over several decades shaping minds, strengthening institutions, and guiding individuals toward personal, academic, and spiritual growth. Dr. Jallayu work has significantly shaped academic institutions and accreditation both in the United States and Africa.

Dorothy Siah Stanley is a visionary and a professional dedicated to women’s empowerment, youth development, and community advancement. As a leader and Chief Executive Officer of Empower HER Foundation (Liberia), she supports mentorship, training, and advocacy programs that equip girls across Liberia with the skills and confidence to thrive. With a background in corporate communications and investor relations, she brings strong organizational leadership and public engagement experience to her work and serving LIPS’s Board. Dorothy is committed to creating opportunities for young women, strengthening community resilience, and contributing to Liberia’s social and economic development.

Board Member

Hon. Andrew G. Tehmeh is a Liberian public policy specialist, development practitioner, and nonprofit leader with extensive experience in government, humanitarian programming, and youth focused development initiatives. His work spans from public finance, social protection, education access, gender equity and community based development. Over the course of several decades years, Andrew has contributed to policy reviews, program assessments, and strategic planning processes across sectors such as governance, education, health, workforce development, and social protection. His analytical work focuses on program effectiveness, and recommending actionable reforms aligned with national laws, donor standards, and best international practices.

Prof. Jerome Clarke currently serves as Chairman of the Department of Public Administration at Cuttington University Graduate School of Professional Studies. Prof. Clarke is a member of the academic ecosystem of higher learning within the university ranks and files. His work also aligns with Liberia’s broader public sector development goals which is a major center for public administration training in Liberia. Prof. Clarke is an accomplished educator and social justice advocate whose work centers on expanding access to quality education, empowering marginalized communities, and advancing equity through teaching, advocacy, and community engagement. With over 20 years of experience across academic, civic, and grassroots spaces, Prof. Clarke is recognized for blending instructional excellence with a deep commitment to justice, dignity, and transformative social change.
